MBX-235 cannot shutdown

Hello, this computer returned from this problem: https://www.badcaps.net/forum/showthread.php?t=40029

I can shut it down manually (holding power button), but when I shut it down via Windows, all power goes off and then comes back on.

What I've tried: replacing battery charger IC, removed modem, removed card reader IC, turning off from a Live Linux USB.

EDIT: It won't go to sleep either, it will come back on instantly.

Yeah, I used to have an issue similar to his in a Toshiba where the multimedia panel was shorted, however before I shutdown this Sony, I unplugged the media/power panel and no dice.

However, it turns off fine now..... SMH

are the power button working normal...maybe shorted micro switch....
try to clean the buttons and some cables etc....
