That tool is just for initially attaching the anisotropic conductive film (ACF) to the COF. From there you really need the bonding machine to complete the job.

The COF are cheap but you typically can't buy just one, the ACF seems to cost quite a bit and has an expiration date and is purposed for the COF specifications.

I think a lot of us have given some thought to doing this as it seems a shame to trash a nice panel simply because one COF has failed, but I haven't read about any successful repairs. Maybe if you live in a country where the sets are manufactured you could actually get a panel repaired.
