The problem is much common and is due to software conflicts. I ask to "shaking hand" which is the technical meaning of your guide? Can you explain? I see no sense in it.. For the fluctuating voltages i see that your tester has a BL icon that probably say its battery is low, so retest..

I changed the LED strips on mine and now it works.

I guess voxahbc gave up on this one? Is this problem fixable? I'm about to give up on mine.

I've got a similar issue with similar readings on a UN46D6420. I'll be following this thread closely. Good luck.

I would still lift a leg on that diode and retest, just to be sure.

I suppose the NAND memory has a problem.
    1. You can "freeze" this chip ( IC1301) on 10 sec.
    2. switch ON TV in service mode (INFO - MENU - MUTE - POWER )
    3. do FACTORY RESET in service mode.

Sometime you need this operation 2-3 times.
And TV could be work OK.
In this way i rescue some Samsung TV.
Why do you think that it's motherboard so the NAND? While motherboard cable disconnected the voltages on the power board already fluctuate except power on and stand by.

Unfortunately no any update. I might try with another powerboard if I find one.

This operation is without any update.
But TV set is like new, need setting everything in operator mode.

Inspect powerboard for any cold/cracked/loose solder joints, look closely at components on heatsinks and transformer joints as they take the most abuse, could be a bad capacitor??

OK,I re-read your post #4 again and see that you did report the Voltages on the power supply connector without anything connected to it except the AC input to the board.
    Post #4:
    1 OD_LEVEL 5.3V Max - fluctuating
    3 OD_ON/OFF 5V Max - fluctuating
5 GND Continuity checked - OK
    7 B13V 12.8V - fluctuating
    9 B13V 12.8V- fluctuating
    11 Vamp 12.5V - fluctuating
    13 Vamp 12.9 V - fluctuating
15 GND Continuity checked - OK
    17 B5V 5.4V - fluctuating
    19 B5V 5.4V - fluctuating

    2 P_DIM4 0V
    4 P_DIM3 0V
    6 P_DIM2 0V
    8 P_DIM1 0V
    10 B13V 12.8V- fluctuating
    12 BLU 4.8V - fluctuating
14 GND Continuity checked - OK
16 GND Continuity checked - OK
    18 A5V 5.4V - constant
    20 POWER 3.4V - constant

So the standby is steady, the PS-ON is steady but other switched supplied are fluctuating. The strange part is that the BL-ON is fluctuating too which does not make sense because the pull-up resistor between BL-ON pin is connected to the standby power supply output which is steady.

Well I don't know what's wrong but I'll be watching this thread, hope someone can solve it.

BTW, we never get to see what Voltages you have (you power up just the power supply board) on the power supply connector when the connector from the power supply NOT connected to the main board.
Well actually I shared the results on the post #4. Am I getting it wrong? Just power cable connected while motherboard cable disconnected. I got only power and a5v constant, all the others are fluctuating.

I checked. When all the cables connected and in stand by, I got zero volts, only constant voltages on the cable that goes to remote control receiver and panel buttons. When powered on, I got fluctuating voltage on regulators.

Have seen lots of main board issues with the D series. Try freezing the NAND with upside can of duster and see if it turns on.

Ok, easy way to verify is just clip a leg in the middle so it will be easy to re-solder if it's ok and retest out of circuit.
