One of the threads talks about a button located at SW1 on the main board. Would this button be used as some kind of reset?

I'm new to the forum and I'm looking for practical courses for troubleshooting pc motherboards especially laptops in Europe, if possible in France. I have been a computer network system administrator and a corrector of administration modules for automated programs under Unix. But I really miss the practical "ops" side of troubleshooting. Hi folks. This panel seems to be a 'favourite' on these forums. I've checked through all the existing posts and my issue doesn't match up with the common faults described. I think it might be the logic board.
I acquired it second-hand recently and the previous owner described the panel working fine until a power cut, when it only turned back on briefly. The apparent issue was that, when powered on, the TV would display the manufacturer logo and then go into standby mode. I figured this was the main board shutting it down after a test condition failed.

Recently I got an ASUS M5A78L-M LX board in a scrap lot. Saw one broken cap which I've replaced. No broken traces and missing components. While soldering a new cap a bit of solder got onto components bellow SB (opposite of the two lythic caps). Didn't see it and powered the board on.
I was greeted with it not starting. Came back to it a day later and shorted the PS_ON with GND to force it on. It sprung to life but with CPU stuck in reset (it was an FX 4600 I believe). Thats when I saw the...12-14-2024, 10:48 AM -

I have a weird one for you. I have a H87-Pro4 from Asrock that power cycles. But only when you do a restart after it was already running!
Symptoms in detail:- I switch off the ATX PSU for ~15-20 seconds, then switch it back on again.
- I press power button. The board boots without issues.
- I can shut down the board any way I want (via OS* menu, or pushing the power button - either in the OS or the boot manager).
- Push power button again, board boots fine.
- This shutdown/powerup can be repeated multiple times without problems.
- BUT: If I do a restart instead
