Samsung ps43f4500 won't turn on

I have a issue with the tv where it just won't turn on. I can hear it trying to turn on but the standby light is just flashing. I've replaced the ysus board, mainland but still no joy. There's a power supply repair kit on ebay but I'm unsure if this would solve the issue as it has some power. The kit consists of 4 and replacements. Any help would be much appreciated. Thank you

Obviously with no pictures you're not helping yourself.
But if you're measuring between the 2 legs of the green caps at the top right of the power supply.

And they are reading 1 ohm then you have a fault.

I have measured the the legs on the caps on the p/s. I didnt know i had to provide pictures. I can if this will help the diagnosis
