the LCD panel is AUO M 215HW03 V.1

The controller for LCD panel is SLC5013R

So it's not a problem due to the setting from the menu.

Backlights level setting controls ALL the LEDs.

Ok but control of the backlight luminance should not cover the entire bar and not just a part?

Not brightness, but backlight luminance control in the menu.

LED turning on and off is usually a bad LED but remember it could also be related to an LED controller IC if it uses a certain type of balancing circuit. This controller would be located on the power supply does the flashing interval change or does he led come back on if you adjust backlight brightness

certainly sounds like a led issue maybe time to strip the lcd down and check them out.

The lighting in the lower right is not always off, but is turned on and off every second.
The defect will diminish over time, but always persists

Possible bad connection or open wire on led string. Make sure that no wires going behind the panel are frayed or shorted to the frame. Sometimes the connectors that go into the light strips themselves behind the LCD panel can lose connection. But more thinking of possibly an open LED on that quadrant of the strip

The panel specification says two light bars each having 64 leds in total per bar.
Each made up of 16 leds x 4 strings
I suspect you have lost the bottom right hand lower string of leds.

You may get mere responses if you post pictures of the screen so we could see the symptom you are getting. Also post clear focused pictures of the TV with back cover removed so we could see the layout of the boards. Thank you.
