Toshiba 32WL56P loud mains hum not speakers!

Just been given this old Toshiba 32WL56P 32inch LCD TV it has a loud mains hum from the back of the set. I have had a quite a long look online to find what the fault is. My results turned up a Technical Bulletin for this TV to resolve it on the PSU. However I haven't managed to find anywhere to get hold of it. Does anyone have the Bulletin for this model. From my understanding it is a spacer of some description on the transformer. I am guessing to prevent the chassis acting as a box and amplifying the noise.
Any help to find it or know what needs to be done would be great
    Thanks Anthony

When transformers hum....I use a thin bead of RTV Silicone around the base...let it set overnight and problem solved.

Sometimes they hum when the tuned frequency that the transformer is rated for is oscillating at the incorrect frequency. Capacitor, resistor or IC circuit.

Thanks just had a closer listen and it appears to be coming from the inverter! So clearly not the mains power units or transformers!
