when I turn on my TV on it turns its self of then back on again and clicks then it will turn its self back on again and of and so on any idea's what it could be theirs no bedcap's and no dry joints on the power supply

Try heating the Psu with a hair drier mate, also I bet you do have cold solder joints DOUBLE CHECK on everything mouted on a heatsink.

I have solider all the joints on the heatsinks tried the hairdryer no luck.i have tested vs its 205 and va 63 and vg should be 5.3v but I am getting 9v with tv up and running when tv switch its self of no voltages

Posting pictures of the back of your tv showing the boards with clear pictures may help you more with fixing your problem
