In the photo they are C203 and C204. Can anyone tell me what these are, or what substitutes I can use for these please?

They're capacitors made by Samyoung , 270uF and 10v. I don't see the series on their website, it's either discontinued or a custom order for a large manufacturer (so exact specifications unknown).
You can replace it with any polymer capacitor with a value of 270uF and a voltage rating of 10v or higher (16v for example) -

Thx very much! Is it common for these to short out, as both shorted when I was forcing power supply to turn on, and I touched the 24V pin next to the 3.5V supply by mistake?Comment
