How sure are you that you have been sold a new board?

Did it come in original LG packaging? Usually marked "LG SVC PART". LG are one of the few companies that will sell their spares directly to private customers, so it is possible you do have a genuinely new board. I'm only asking, because we've seen companies mark boards as new if they're from damaged customer return/scrap sets (usually cracked.) But, who knows why that set was returned or scrapped in the first place?
Part was orderd from here http://www.lg.com/uk/support/parts-accessories

    All looks brand new

is there anything external to the zsus that could cause the vzb to be low ?

i checked the card when i took it out of the box and there was no signs of wear on it , im as sure as i can be that it is a brand new part

VZ-Bias is measured--with reference to Chassis earth.....

Usually with LG, There's a rivet thats marked VZ-Bias thats the test-point (pos of meter here) and the voltage is measured to chassis (metalwork of the panel,-- neg of meter here, Should be around 110V....)

As a quick test--for curiostity, Its worth checking the low-value resistoirs dotted around both Z-SUS and Y-SUS.

They are usually Green bodied (flame-proof) and have a colours red, red, double gold. They are supposed to be 2.2 ohm. Test these on the resistance-range of the meter,--the low ohms, normally '200' --With the set DISCONNECTED FROM MAINS....

Ive had a couple of old LG's with odd faults where one of these resistors is completely open-circuit--Worth a try.....
