Well guys I guess this ones toast ! I am unable to get any clearer shots of these boards and not sure what to do with this thing . It was worth a try and I do thank everyone that took the time to reply to my post with all your suggestions .

So I pulled this unit out again and figure I will take one more shot at it. On one of my posts with a pic it was mentioned that

" Rectifier PPDF1 looks like it got hot, you may want to check also."

If I were to just pull that out and replace it where would be good place to order one from and what would be the description of the part for ordering purposes.

I might as well revive this thread since I seem to have a similar problem.

With the PSU plugged into the MB I read as follows
12vdc. = 12.96
12vdc = 12.96

5 vdc = 2.58
5 vdc = 2.58
5 vdc = 2.58

With PSU unplugged from MB reads as follows

13.68
13.68
5.01
5.01
5.01

The motherboard is ok as a doner power supply turns the receiver on.

All the Capacitors pass the eyeball test.

I would replace the small electrolytic in the primary, it could be bad enough to cause the power supply not to run at full current. They usually just dry out before the leak or bulge.
If that doesn't get the 5 volts to stay up, change the cap on the 5 volt output (or add an additional 470~1000µf across the 5 volt output to see if it stays up). If it stays up at 5 volts with the added capacity, replace the caps.

I swapped out the 50volt 33uf small Cap right next to heat sink. No change in voltages.

And the culprit is........

Should have known. The Cap that came out is way to big for the allotted space.
