    Samsung UN40C7000WFXZA possible purchase

I have found this TV, but I can't figure out what could cause this issue.
"Half the screen sporadically turns red. You can still see the image, it's just red. It happens every hour or so."
    Any ideas would be appreciated.
It's a C series, it would be the mainboard or T-con?

Fair chance of LVDS cable being loose/bad/corroded, followed by T-con followed by main board. Small chance of panel issue - avoid if picture also goes blurry when bad, or if colouration varies across the screen.

Also, enter the service mode and run a check on the test patterns, if the red shows up on all tests it might be bad.

With a Samsung, always a possibility.

From my experience if all the visual tests fail both pre and post hardware (T-con/Mainboard ect) Then yes it could possibly be a bad panel.

I had a 46" from the 7000 series, failed all tests but mine was bleeding vertical lines so might be different.

If the panel is cheap eh why not!
