    Yes it does ! put handle of tester screw driver near each HV cable and it lit up then put it near all connectors on inverter board and they also lit it up, So would this confirm that tubes and inverter are all good or just confirming inverter is good but tubes may be faulty ?
    And that the fault is 100% power board ?

      Yes one of those HV screwdrivers can be used. BUT!! Do not ever use them for their intended purpose - see here:

      Unfortunately the result is inconclusive. The outputs could be working, but be too low. This is a very rare fault. I have to say, I have never seen a TV do this and not shut down. Usually the inverter circuit would detect a fault. The fact that it isn't would indicate to me it's more likely around the PSU output.
