Toshiba plasma 32HL83 won't turn on

I have a Toshiba plasma 32HL83 that won't turn on.

By won't turn on I mean there are no led's that turn on what so ever, I don't get a flash, the power supply doesn't click, nothing. I checked to make sure the AC voltage coming into the power supply was good, and it was, then I checked to see if there was any sort of DC voltage coming out of the power supply. I got nothing. Visually everything looked ok, I checked all surface mounted fuses and large fuses. All checked out. Naturally, no clicking, no voltages coming out of the power supply, no bad caps visually, and all fuses checking out I thought easy, just replace the power supply.
So I got a new one and same thing happened. Nothing will turn on, no DC voltage coming out, and I did a check of fuses and caps. All checked.

I spoke with the seller of the power supply thinking it was faulty, but the seller says it is possible that the main board is causing this.
What do you guys think? I don't really deal with Toshibas usually, and I strongly think the power supply is still the issue. In addition, there is no main board on this tv. It is seperated into 2 or 3 different boards, something I don't usually deal with.

Please let me know what you guys think I should do on this one.

SORRY IT IS AN LCD NOT A PLASMA.

I was writting kind of fast and realized when I was looking back that its not a plasma, just an older LCD model.

Anyway does any one have experience with this model, or this type of issue?
