Toshiba 32av502r shuts off comes back on intermittent

Toshiba 32av502r shuts off comes back on intermittent, Will stay on with no signal applied. After I ruled out all the common problems like caps, connections,I found out the 5v standby was shutting down its a(viper27l)ic I disabled the chips brown out circuit, pin 5 and disabled the chips over voltage/current circuit,pin3
This is only approx, A 10watt 5volt standby driver ic. Some of the smd resistors
and or zeners have changed value in those protection circuits causing the chip to shut down This is my set now I might leave it this way and hang it in my garage...

Old I know but could you provide additional detail on what you did? I've got the board out but haven't worked with electronics this small. Did you literally just cut the CONT and BR legs for DIP7 (pg 4) ?
