For the chip marked IC3 which is KIA7027AF3

I will update the other regulators in a bit

This is probably the faulty device. Though it could also be the nearby electrolytic capacitors.

oops...checked my page where I wrote the readings down and it was

I'd be thinking of IC500 -- the large analog video processor (it appears to be what processes the analog video into a digital signal for the gm5221, which then sends the signal to the LCD panel.

I should be more clear. I think the issue is with IC500, but it's caused by one of the surrounding regulators.

I was wondering ...with IC3, marked KIA7027AF3
why are the readings so close?. here they are again
pin1 =3.284
pin2 = 0
pin3 = 3.275

Looks to be a "voltage detector" not a voltage regulator, basically makes sure the 3.3V voltage is OK.
Do you have / can you borrow a scope?
