Ok, so it uses 5.2V, that is still OK, 15V for the sustain board may come in on the main connector instead.

Regarding the clicking, does it just click two or three times, or does it continue to click when plugged in?
Have you owned the TV since new and if so did you turn off the "Samsung melody" which makes sound when the TV is turned on? If not, do you hear the start up tone?

When I initially plug it in, the red standby led turns on. Once I press the power button on the tv, it goes into a cycle where it tries to turn on (clicks), but then turns off (clicks again). The cycle goes on forever unless I unplug it from the wall. As for the melody, the tv doesnt stay on long for it to sound.
Hmm, I did not realise this from the original post -- may have missed it. Does Vs drop out while it clicks? It could be the main board if it is doing that.

Does it matter where I measure the Vs at? I measured it where the Y main connects to the power supply. It would rise to around 202V when it first clicks on, but then drop when it clicks off
It doesn't matter on which board, they are both the same.
Does it ramp down slowly or very suddenly drop?

If a board were shorted I would expect a drop to 0V but since that's not the case, the fault is probably elsewhere.
On the power supply there should be a legend near the connector going to the main board. There should be a pin marked PSON. Do you see this?

Can you test the voltage on the pin. Does it change when it clicks off.

Since it is going off when the TV goes off, this makes me suspect the main board instead. It's possible the control board doesn't have enough time to start up. Can you get hold of a 100~470 ohm resistor? It can be used to force on PSON, and then the test patterns can be enabled. This should help locate the fault...
