iT SEEMS ALL BOARDS ARE WORKING MAYBE IM MISSING SOMETHING COULD THIS BE A FIRMWARE ISSUE?

When you first turn on the TV, does the panel prime (slight glow)? If it does you may have a main board video problem and not a panel board problem. If the panel does not prime, you have already changed out most of the panel boards, look to the panel logic board.

Ok i forgot to add i also replaced the tcon and the video board the tv wont come wthe old tcon but it acts the same with the old video board.

I give a procedure for testing that may help you narrow down your problem, or at least eliminate the main board as your problem.

I did the test and eliminated the main video board as a problem, so where should I start in the panel circuitry?

Just noticed your VA reading is way too low. It should be around 59 V DC. (Exact voltage should be listed on a sticker on the panel). Missing VA will cause no picture.

He measured it with the AC setting, so no wonder why it gave a 'low' reading...
