Samsung LN46A650 possible purchase

I'm dealing with a girl to get this TV and she sent me this picture.
What do you think that it could be?
TV repairman replaced the capacitors, but TV still had an issue and he said that it's a $1xx part that has to be replaced(work order sais that T-con is the board).
I would appreciate a fast answer since I would like tonight to pick it up if it's only a T-con the problem.

It seems that those green lines are forming where there is text on the screen.

bad main board or panel (could be white pixels causing it not necessarily text.)

So T-con is not the issue?

You can never be 100%. It could be.

I've had two issues with A656's but none like that, we cannot be 100% certain ever, you have to take a chance. I would probably pick that TV up. If I couldn't fix it by fixing/replacing t-con, I would sell it on to someone else for parts and get my money back.

I asked her to send a picture with the menu on and another one with the work order that the technician left for her.

When you say the word Panel are you referring to the LCD Panel/Screen ?
