Dynex DX-LCD19 power issue; caps 'look' OK

Trying to determine power pcb or logic...
Power board has all the correct voltage measurements when disconnected from logic. Power will come on and stay on... then i plug back into logic and power comes on for about 3-4sec then off.
With meter on the 12v lines, i drop to 0-2v right before it shuts off.
So is it the load killing the power board, or the logic having a short somewhere?
I attached a sample pic of the psu, not mine (ignore the caps):

White vertical conn in lower right corner is what is disconnected and power stays on..

    Any input?

A 12v dummy load off the power supply is something I was thinking of trying.

When you say with no logic board the screen comes on do you mean the backlight comes on and stays on with no logic board?

I think we need some decent pictures of your actual board top and bottom to see exactly what's going on and offer you some next steps.
Fixed so far : 1 Home cinema system, 16 LCD Monitors, 4 LCD TV's

With no logic board the power will actually stay on. Front LED will remain blue (powered on). When power is attached to the logic board, power will come on and then right off. LED from blue to orange. Havent worked my way into the screen/inverter/backlight section yet.

Hard to tell from you in-line picture, but it looks like some of those caps are bulged and leaking.
