and the bottom part has no picture.

dont look like panel fault but i might be wrong would you say its a panel or top and bottom buffer fault?

    I'd say either:
    - bad buffer (both upper and lower)
    - bad FFC connections (quite likely)

Check if the Y row connectors are firmly seated.

Also, what's the model of the TV?

Buffer fault. Not seen a panel fail like that. Lines from top to bottom would be a panel fault.

Missing LCD Panel Voltages VGH, VGL, VCOM (TCL 55P6US Sound & Backlight but NO Picture)
          by maneatingmonkey
I have a TCL 55P6US with sound and backlight but no picture. This model does not have a T-CON board, and the right (rear perspective) panel board is fed from the left panel board. I have not been able to induce any change by disconnecting the secondary panel board or the tape cut-off method on the primary board.

There are a bunch of voltages missing on the panel boards. I can't find any shorted caps of the panel boards, and all of the missing voltage rails read in the kiloohms, which leads me to suspect the issue may lie on the circuit board, rather than a short in the panel.

Vizio M65Q7-H1 Red Vertical Strips fixed by tape blocking LC1 signal to half of the panel

          Failure Symptom

No picture, just red vertical stripes. Google search shows quite common problem for these recent Vizio M series although red vertical stripe pattern may differ. Some call it "Netflix" boot screen haha.

          Where is the short?

Panel has 4x buffer boards. Quickly found the 1/4 panel buffer board with the problem by selectively disconnecting buffer board flex cables.

Having recently fixed another Vizio with similar symptoms that was a shorted ESD diode array ( link ) Probed the ESD diode array but...

          TCL 49S405 double image
          by howardc64
LCD displays a 2nd image slighty offset vertically. And multiple pairs of black lines along the bottom. Probably common as google "TCL 49S405 double image" pulls up this ifixit post ( link ) with identical ( nearly, but their fault seems to be on the other half of the panel than mine ) problem without solution.

This one looks to be a more difficult to diagnose because most? of TCON seems integrated ( CSOT BGA on buffer baord) into the left panel edge board ( looking from rear of TV) There are 2 buffer boards for each 1/2 of the screen. Main connects to the left buffer board...

Un70TU7000b Backlights work, no picture, has sound, panel shorted caps
          by EazyBone
Picked up this Samsung above thinking it'd be backlights but it isn't. Now MAYBE I'll get lucky.
Found some shorted caps among the panel boards. Each cap along the line is shorted. On every board (3 panel driver boards)I disconnect each side right and left ribbons and they are no longer shorted caps and have about 1.5Mohm resistance (on left and right boards). The middle board has the main board disconnected and the caps are shorted. Last 4 pics show arrow to caps.

Now what exactly do I need to do in order to attempt to fix this issue?

do I have to take each one...

How I "fixed" the display on an Akai LT-3220AD TV
          by Dannyx
Good day folks. I thought I'd share with you something I did today, just for a laugh and for a bit of a discussion, since I'm still not entirely convinced what happened there.

I found an Akai LT-3220AD TV in the dumpster - literally - so me and my colleague brought it back into the shop and dusted it off a bit to see if someone maybe gave up too soon.

Long story short: backlight came on but had no picture. My colleague attempted to reprogram the SPI chip but it didn't change anything, so we concluded it must be the panel that's faulty, especially after reading about it...
