Can you define weird noise? Is it a hissing sound or like buzzing or even more like a tone?

If its the transformer thats wrong i would say toss it and get a new one. Not that its impossible to replace or anything but it might not be easy to find one size wise and pin wise compatible with what you have there. Buzzing noise can be more things though so since its broken, pop it open and share some pics.

Transformers rarely go bad. Shorted output power cords are usually the most common failure. That's why the first thing you do is measure the output voltage on the power adapter and see if it agrees with what's printed on the label of the adapter (should be within 5%). If the voltage is present and stable, I wouldn't be worried about the noise - some power adapters tend to squeal when under a light load. Others just tend to squeal all the time.
Now if the power adapter is not putting out any voltage, then worry about the noise. A high-pitched squeal at regular intervals can mean a shorted power cord.

These Dell power adapters are built pretty well - not much to go wrong inside them, really.
