It has MEC 1404-NU Super IO (or EC/KBC/Multicontroller) and as far as i know is a non programmable one. Since it powered on one time, its less likely a bad SIO. More likely the heat you applied when soldering and de-soldering the BIOS chip might have an effect on a nearby component which is failing and the board powered on temporarily. This is just a hypothesis but applying heat to different areas and you may get a clue. It's an old technique in Electronics troubleshooting.

Also further thanks, I did try to post my request but I am a noobie on here and it would not let me, but again thanks for this, I will keep trying to help so that I can post further in that section as we do loads of board level repairs and always need help...lol.
