No point in going to uefi settings - you have got a password preventing you. Your goal is to remove the password.
No point in trying recovery - you have a bios password, not a broken windows.

You need to boot.. Somewhere... Easiest option is to boot on Windows USB install disk, which you need to download and make using another computer. And then on that same computer, download and copy flash programming tool onto that USB install disk.
Connect that usb install disk with your surface and try to boot onto it.

If you did have that ready already then you are just trying to boot into recovery menu, which is not USB install disk. So stop doing that.
Like I said, if you have windows installed (even if it has a user password), boot onto that, click on power button icon and click shift + restart. From there you can make it boot onto the usb install disk.
that was th3e clearest explanation I have read and someone took time and patiently replied in this whole thread for a noob. I appreciate your help. I think I made backup of the bin. Attached here. appreciate if you can help me with the passworde . I am hoping its the right bin.

A tip for you is to click on power button icon on login screen and from there, click on shift and restart. This way you can access windows recovery menu.
From there you can find a way to get where you need.

Having a windows USB install disk with correct flash programming tool in known location is the important part.
I just again boot into usb, selected trouble shoot and selected uwfi settings where it says restart. I pressed shift and pressed restart. Nothing happened again the password prompt like below image.

    Hi,

Thankyou for the tip. I just tried booting into usb recovery drive by pressing volume down and power button and only got the below options. Recovery option did not work. Came back with error after 2% . Only shutdown option available not restart. Not sure what am doing wrong.

No need to remove it. Use flash programming tool to read bios region and upload it. I can find and decrypt the password. This way you don't even need to remove the screen to unlock this model.
Hi bro, i cannot login to bios or windows. How can I use flash programer to upload the unlocked bin?
