230W should be around 75k IIRC. It was not as simple as a single resistor in those chargers so directly measuring it was not quite enough in my case. Had to reverse engineer the schematic to get the right value.
I made a device which identifies Dell and HP chargers based on wattage and also detects if that middle pin loses connection when moving the cable around. Because middle pin losing connection was most common on these chargers.

That "TPM screen" is bios.
Not sure if I've encountered faulty SSD on pro 3 but on newer models its not that uncommon to have a faulty SSD.
But I doubt its worth it to replace it. You would need a heatbed to remove thr screen. A hot air station, flux, tweezers to remove the faulty SSD. A new SSD. Might even need a stencil and solder paste to reball. And lastly thin double sided tape to put it back together.

Did you try fresh windows installing and did you reach the part where you need to select a disk? SSD was missing from that list?
And keep in mind that Surface Pro 3 is supported by windows 10 but not windows 11. Altho requirements for windows 11 can be bypassed easily.

nope, disabled on last 3 devices. But that setting shouldn't prevent them from turning on.
There's an issue pre-POST.
After trying to turn on with clean ME and reading it out again, nothing has changed in bios. ME doesn't get initialized. Nothing is happening.
Edit:
Got other devices fixed, simple commit issues, no need for a clean ME.
But this one has faulty ME. Same issue - cleaning ME makes it no power, 8 blinks on caps lock.

Anyone had an issue with 1030 G3 where cleaning ME region makes it not turn on anymore? Just blinks caps lock 8 times. Works fine with original ME (just with a ME not committed error).

You do understand what is your goal here?
No point in going to uefi settings - you have got a password preventing you. Your goal is to remove the password.
No point in trying recovery - you have a bios password, not a broken windows.
You need to boot.. Somewhere... Easiest option is to boot on Windows USB install disk, which you need to download and make using another computer. And then on that same computer, download and copy flash programming tool onto that USB install disk.
Connect that usb install disk with your surface and try to boot onto it.

You cant program this way. What you need to do is boot onto windows install USB for example.
A tip for you is to click on power button icon on login screen and from there, click on shift and restart. This way you can access windows recovery menu.
From there you can find a way to get where you need.
Having a windows USB install disk with correct flash programming tool in known location is the important part.

You would need to replace VSS region with clean VSS or just unlock mpm. And after that, enter DMI in bios (SN, feature byte, mac address etc). This will get rid of endpoint error.

Tho you can just solder a displayport connector and use it like that. You just need additional 3v3 for display and 8-20V or so for backlight (altho 5V seems to work on many displays aswell). No additional controllers needed.
I use a USBC sink module set to 12V and a buck regulator module set to 3v3.

Yes.
But I found a strange way to fix this TV.
By holding down OK, at one point I could press other buttons and the TV would stay on. Half of the menus were missing/faulty but software update part was working. So I just used autorun.upg to rewrite software and that seems to have fixed it....

Still no luck when pressing OK on remote while plugging TV in.

ME11. 8 is what you are looking for. But I can save you the trouble - you can't unlock this model this way.
If lock was not mentioned, ask for refund.
Otherwise you would need to open it up to unlock.
