Defect :
After turning off the laptop, at the next power on, no signs of life.
Power supply 19 v present, no short circuit highlighted.

pin 19 3v3 (by pressing the power key it goes to 0 volts and then returns to 3v3 when I release the power button.)

pin 95 power off 0 volts, power on 3v3
pin 13 0v4 with pressure key power 0volts
pin 90 3v3, with power button press 0 volts releasing power 3v3 button
pin 6 0v3 with press power button or volts
pin 16 0v3 with press power key or volts
pin 98 0 volts, (I noticed that by removing the power jackie I have a value of 18 volts)
pin 99 same behavior pin 98

Reprogrammed SPI FLASH U 44 = winbond 25q16bvsig, on the motherboard is signed as U 46, U 44 is not mounted on this motherboard.
Without success, the defect is the same.

try from hp web site ( it is your bios, BID 03564F6A the same as your old)
if it not work, you haven't bios issu

Have you this schematic ?
U11 is on your motherboard ?
The EC should have a 128k spi rom (not in the main bios)
I assume that you have checked all main voltages after try to reprogramma bios or ec.
battery charge ?
