Try to recover bios from pendrive or cd, same way if the bios is dead, if you are lucky it will erase the password too, if not you have to replace keyboard controller and the bios ic, or if there is an extra ic for the password, i remember some years back this toshiba i replaced 3 ic, to remove the password if you dont do it this way the screen will stay blank.

I cant find the website anymore, the reason is that there is an encrypted hash of the keyboard controller and the bios ic, each of them contains half of the number, the two together makes the whole hash. The number is generated everytime the bios is flashed, this is why changing the bios ic alone does not work because the number will be different. You have to take off the ic`s from another board all together. Its a security feature, this tecra laptops are for business users as i remember, its similar to the ibm thinkpad. I already tried replacing only the bios ic and also flashing it but the screen stayed blank. If you google it maybe you can find the website where they describe it in detail.
