Try outputting to an external monitor via the HDMI port.
The screen flashes with the restarts, then it makes 2 beeps, it restarts, it starts again and it keeps beeping constantly up to a total of 18 and it restarts, it turns on, it beeps 2 times, it restarts and it stays beeping again 18 times. So on. It does not give an image at any time through display or HDMI

Supervisor Password is stored inside the SIO chip not in BIOS chip. Ask the Owner for the Password or you will need to re-flash the EC chip (SIO) using a proper Programmer (if the chip is Programmable).
