i have an alienware area 51m r1 that was working but had a bad keybaord. And now after removing the guts to replace the keyboard, it doesn't power up. the cpu is a removable kind so i checked +vcc_core with and without the cpu to make sure that nothing on the rail was shorted other than the cpu. it measures 0.6 ohms resistance to ground. Is this normal?

I believe it is RIP time for this CPU but wait on others to comment.
We have an A1398 which came in with liquid damage and after a few power cycles, now playing dead. The CPU vcore resistance is 1 ohms to ground so fairly sure it is in the same boat as yours.

Will just add that yesterday, thought macbook a1398 (820-3332) was with a shorted cpu with .9 to 1 ohms to ground vcore resistance.
@mferna14 noted that this logic board demands a battery to boot normally - not just the ac adapter.
That was it..board is booting fine once we attached the battery.
So perhaps there is still hope for your CPU.
