    L7095, pin # 2.

    If that is indeed 3v42, then suggest to check the voltage on each coil on the logic board. Report any low / 0 volt readings.

          Attach a usb mouse. Allow the board to power up and wait a minute or so. Does the usb mouse light up?

            I do not have any wired USB mouse

            I plug in keyboard with USB receiver.

            I can see that keyboard is connecting to USB receiver as connecting light goes out.

              Measure the voltage of PM_BATLOW_L .

              Check it @ Q3000 - pin # 3.

                        See attached. Check each of the signals from this chart to confirm which one is still at '0' logic level.

                        When each is '1' -> the board should boot = S0 power state.

                            Search for each of the signal (net) names in the attached chart.

                            Measure their values and post them here. If the voltage is ~3v = '1'; then this is a good reading.

                            If the voltage is low = '0' -> stopping your board from booting up.

                            For the S0 power state, each of the highlighted signals need to be '1'.

                                          Okay with fan spinning ALL_SYS_PWRGD 3.19V.

                                          But it's intermittent, now fan stopped spinning and ALL_SYS_PWRGD 0.00V!

                                          So it looks like some fault on the board? But even when ALL_SYS_PWRGD is good, still no boot. Seems like stuck in SMC_BYPASS with full fan spin like jet engine?
