Asus x450cc rev 2.3 no power after receiving 24v from broken adaptor

Hi guys, on this excited day I want to troubleshoot this asus x450cc rev2.3 motherboard, 3v and 5v voltages are missing after getting 24v voltage on the charger, I hope all colleagues can help me on this problem, these are measurement results from PU8100(UP1589Q):

FB1= 0V PIN1
ENTRIP1 = 5.54V PIN2
TON=1.96V PIN3
ENTRIP2=2.83V PIN4
FB2=0V PIN5
PGOOD=0V PIN6
BOOT2=5.41V PIN7
UGATE2=0V PIN8
PHASE2=0V PIN9
LGATE2=6.05V PIN10
VIN=19.17V PIN11
ENLDO=5.94V PIN12
SECFB=0.23V PIN13
LDO5=6.06V PIN14
LDO3=4.00V PIN15
LGATE1=0V PIN16
PHASE1=0V PIN17
UGATE1=0V PIN18
BOOT1=5.40V PIN19
BYP1=0V PIN20

This measurement condition is the moment before the power button is pressed, I hope all colleagues can help me with this problem, I thank you.

Start by taking voltage at charger section : D/G/S voltage for the first 2 mosfets .
If you have BRD post it

What's the password for BRD !

LDO5=6.06V PIN14 !
LDO3=4.00V PIN15 !

okay, after I measure again at pin 14=6.12v , pin 15=3.98

And I feel that the ic is warm when the adapter is connected.

replace ic, but first take resistance measurement on 3/5V rails

Your linear regulator is faulty , when you get VIN=19.17V PIN11 and ENLDO=5.94V PIN12
3/5 vl must be present , it's not your situation, so change this IC .

replace ic, but first take resistance measurement on 3/5V rails

measurement using buzzer mode

5v rail=591
3v rail=431

I also hear a small sound like (ngiiiing) on the ic when voltage is applied
