now for me it is looks like battery must be attached, but not flat dischaged. i discharged battery, leave it out for a day and when i attach charger it work normally

ACDRV should be DC-in voltage +6V so like 25V to drive N-channel DC-in MOSFETs.
ACOK is pulled up to +3VLP. +3VLP is generated by PU401. PU401 requires B+. So in this configuration I think ACDRV should be working before ACOK comes up.

It sounds like a weird problem (especially if battery is charging fine), but you should check the usual stuff for charging circuit :
- Make sure that no MOSFETs are shorted between drain/source/gate (PQ302/PQ303/PQ304/PQ305/PQ306). It doesn't seem to be the case but double check.
- Measure exact resistance between SRN/SRP pins, and between ACN/ACP pins to make sure current sensing circuits are ok.
- Check voltage on VCC and REGN on AC only.
- Measure exact resistance to ground on B+ and make sure it's at least several kohms.
