Try to check both with live linux distro, if all is ok probably this is an windows OS problem

what kind of os are you trying to install...what version of windows.. do you happen to install the chipset driver first.. use an external usb mouse or external keyboard and then install the chipset driver..if that doesnt work.. try to install a lower version of windows

when did this happen after installing a new windows os or it just suddenly happen..if nothing works try to reflash the bios to a higher version maybe its corrupted in someways.. did you check the bios battery? sometimes it makes weird symptoms when the voltage is too low..
