Whats your usual plan for dealing with a hot IC like this ? Measure voltage and resistance to GND.

Check the resistance ( SMDflea ) check all the caps connected to pin

datasheet is available for RT8206A. You need to measure voltage on certain pins like VIN/LDO/EN1/EN2/ENLDO/VOUT/PGOOD. Measure resistance on suspect pins.Usually replacing a hot ic wont solve the issue. The IC is getting hot as some voltage rail is shorted. You need to findout which is the culprit rail. Else, it"ll be sheer wastage of time. Succesful repair can be carried out only if you have a clear & well understood strategy.

here is measurement of the RT8206a
                  PIN6 VIN=19V
                  PIN7 LDO=0.27V
                  PIN4 ENLDO=6.27V
                  PIN 14 EN1=0V
                  PIN 27 EN2=0V
                  PIN10 VOUT=0V
                  PIN13 PGOOD1=0V
                  PIN28 PGOOD2=0V

                  does this ic is bad?

IC is probably not bad, but one of the outputs is shorted

Could be Super I/O, had this before
