Toshiba satellite C850-F0155 Turns it self on but doesn’t boot

Happy new year guys

I have a problem here with Toshiba satellites C850-F0155 motherboard

As soon as i plug in the charger, the power light come out, it light it self up without pressing the power button.

The cpu get hot, the Pch get hot, i have 1.5v for ram, 19v is okay , 5v it okay, but not booting up at all it shows the power light on, fan doesn't spin

Check all the missing voltage’s on the coils
