acer nitro 17- 3,3 and 5v pulsing

Hello.
Have this AcerNitro 17 with board Neptune_KLS 16834-1M 448.0B105.001M

that have flickering 3,3 , 5V and little flicker on 19V

also measure 0.4ohm on GPU without coils

do u think that gpu is burn?

laptop have 2 years and 2 months

NVidia 1000 and 2000 series have very low resistance to ground, can be below 1 ohm. Try to check if all the other power rails for GPU are very low too.
