Samsung NP600B4 dead

i have this motherboard :
Samsung NP600B4
BA41-01794A

is dead, nothings
i checked board and found TPS51125 chip ,not normal
this chip have two regulate voltage :
VREG3 & VREG5
VREG3= 7.2 VOLT
i changed this chip but without success
someone can help me ?
i dont have schematic and boardview

Measure voltages on pin 8 and 17 and send

you can see in image
pin 8 = 7.2v
pin 17= 2.6v

Vreg3 should be 3v,cant be 7.2. I doubt your measurement. Please recheck and measure.

dont change
i know, Vreg should have 3.3v
but at this time is 7.2 v

Whats with the solder blob,should`nt there be a resistor there. Pin 3 is the voltage reference.

pin3 ist p2.0V_REF but at this time ist 3.4V

3.4V is ok, on your schematic its needed for the micom .SMSC
