hi guys i have a chrome book model xe303c12 which wont turn on.i have just tested the charger and its giving out 19.8 volts its supposed to be a 12 volt charger.could this be the reason the chrome book wont turn on.

yes, it can damage the mainboard's ICs. Disconnect the AC adapter from the laptop and measure its output voltage again. If it is higher than 12v, replace the charger.
