I have questions about Power Management input output IC if you have a blown out chip when replace it will the MB work normally or you have to flash it ?

And what is the resaon to flash it ?

if you refer to EC as ITE or Novuton or ENE etc, only few chip need
to be programmed (in most cases lenovo) after replacing it, in some cases (asus) the process is automatic.
The programmer (vertyanov, etc) is expensive for occasional use.

Yes Those are the IC i was referring EC as ITE or Novuton or ENE etc,
