DELL Inspiron 5558 work, Black screen

Hello Friends,
i have DELL inspiron 5558 with Service tag: (B0R5V32) when i press power button the led is work for about 5 seconds then gone off then the led work again for about 1 minute, then gone off, then the led work about 2 seconds then completely off.

is there any suggestions please?

Up please,

im checking the power in all the motherboard, its ok at all in general

and i reprogram the Bios Chip, but the same problem still on the laptop

please explain the other symptoms such as screen, fan, and so on.

the screen still Black, display nothing.
the fan as i mention.
there is 3V on battery socket, 3V on Rom bins.
i was try to reprogram the Rom, nothing changed.

when led turns off, some signal dows down- backlight enable, pwm

It's happening due to cut down the +LCDVDD, invt_PWM, invt_EN etc. signals. Check these signals.
