Tomorrow i will lift one end of L1001 & L1002 in turn to see if i can narrow this down to either the 3.3 or 5v line or to the U1001 chip itself

Hi everyone.
I am a new member.
Pls I have a laptop HP 650 not charging. I have the circuit.I measured DC in at Q0906 and Q0903 found 19v. But no voltage at pins 1 and 2 of D0903.
Pls what to do next.
