    Hello!
Seems to be a cold joint...
could you monitor the Vcore with Oscillo?

If that's not that, maybe a problem on thermal sensoring circuit.
Try checking the responsible diodes that deliver signal maybe...

If you notice some oscillation on Vcore, try reflowinfg the PWR chip (ADP ...)

    Good luck!

well since i dont have osciloscope yet , i reforced all solder on main power lines , and cpu core , including all mosfets , all coils , all caps , (main ones) even replaced the ADP cpu core IC , the things i notice , having 2 board here one working well and this abnormal one , is that this random board , fan is always on , usually start working , then stops working then start working once it needs , but here its always on ..
its now testing after adp change , fan always on and never stoped , (not starting good) but didnt disconnect yet , lets see how long it hangs
