Toshiba Satellite L655-S5061 defective motherboard

is there a way to fix this motherboard?..
The chip that is highlighted turns very hot as the power supply is plugged in and the led indicators wont lit and wont power when power button is pushed..
Pls help me with this.. Thanks for the support guys..

try to check the surrounding capacitors for short. or you can try to reheat the chip for cold joints

Check the fuses and caps around it. The IC is probably the problem, but can we get a pic of the other side of the mobo?
