Dell G5 SE 5505 bad capacitor?

Hi, can someone knowledgeable on the subject tell me why my g5 se 5505 has a blinking psu led when plugged in and the black chip gets hot.

that cap is damaged, see if it's shorted,
the resistor connected to pin5 is also blown

Remove the 2R2 resistor on pin 5 of this chip and measure resistance to GND on both pads of this resistor. Very likely the chip is damaged.
