Sony VPCEE3E0E/PCG-61611m

I have a Sony VPCEE3E0E/PCG-61611m that intermittent boots the fan doesnt always come on and the green power led always stay lit. I have tried updating the bios and also removing keyboard/hdd/dvd drive/wifi card and also swapping out the ram.
Any ideas?

Check voltage on all coils with power button pressed and resistance to ground without power supply connected.

Thank you, do you know if there are any inherent stock faults with these unit. I have read a few forums and nobody seems to have a defiite root cause for this issue.
