ACDRV will only rise when CMSRC is present and ACOK is pulled high. Seems like overcurrent shutdown by charging IC.

but how to measure where is fault?

there must be some common fault on circuits with these chips. i have many of them with this fault that i cannot repair. anybody knows what often goes bad on this circuit?
