Dead Dell Vostro 1310

Just bought another dead laptop. Paid €10 for it.

When the power button is pressed, the power led turns on for about a second. When I connect the charger it shows that it is charging. When I press the power button, both charging and power LEDs go out. Looks like a dead short. I believe this laptop has a dead video chip (8400 GT) and maybe that is causing that short?

Where should I start checking?

Should I get some flux under the chip and reflow it? Maybe that will fix the short?
My other plan: pay €50 for a professional re-ball, if it fixes that short then good, if no then proceed to voltage regulation. If that re-ball doesn't work, I don't have to pay anyway.
