It's your ATI GPU. Do a reflow and then check. If it does, reball that chip.

Try to remove the nec/tokin and replkace it withe 4 capacitor 330

but do not get a response at all

make sure you put 330uf 2.5v. not 6.5v

you can add another 330uf 2.5v, see what happen

if its GPU related, don't waste you time reflowing it, reball it right away..

What is the brand and part number of the new capacitors?
Does the Vcore voltage turn on?

Try to replace the NEC tokin first, if it is still, then reball your GPU Chipset
