Adding to the knowledge base.
Had an asus laptop that would power on for a second (flicker) and then shut down. Thought it was the motherboard since I had dropped the laptop and ended up discarding it.
Instead, have now trouble-shot it to the AC power adapter.
It is a Delta electronics manufactured unit for an ASUS laptop (a3v laptop I bleieve)
Outputi s 19V - 3.42 amps.

Anyways, the ac adapter emits a quiet squeel when plugged in with a green LED. Laptop would indicate standby power/recognize the adapter.
However, under load, it would fail within the first second, failing to even BIOS/POST the laptop.
I cracked open the ac adapter and found 2 bad capacitors
25V-680uF were bulging/leaking.
Don't know if this is a known issue with these adapters, but hopefully this knowledge may help someone.
Did not replace/repair the adapters as i had taken a hammer to the seams to break it open. Didn't want to repair it in case I damaged/shorted something out with the hammer.
