ASUS C433T dead, 5V 0.5A and 5v 0.1A

Hi Guys, Help.. have two of these dead, I now have a thermal camera I use on phones and tablets, But cant find any obvious heat or obviously damaged caps, trying to start to work on laptops MB at component level but not sure where to start. It is pulling 5V 0.5A with battery connected and even if battery is disconnected, I have found lots of caps around this IC that are shorted, but no heat is being detected by thermal camera. would really appreciate help, tips, even happy to pay for support.

It is possible that the CC1, CC2, and VBUS lines are not working properly or may be shorted to GND. VBUS negotiation depends on the PD controller. What supply voltage are you getting for CLR? upload clear pictures of both sides of Board
